#LI-POST Description of Job About the Position This position supervises the Right-of-Way Plans Unit in CDOT's Region 4 (Northeastern Colorado).
This position ensures that CDOT Right-of-Way Plans are prepared to federal and state standards following applicable rules, regulations, laws, Memorandum of Understanding with the State Board, and standard practices.
This position also performs and/or manages all office Land Surveying functions in support of Region 4 transportation projects and maintenance operations.
Major duties and responsibilities include, but are not limited to: Plan, assign, and supervise the Right-of-Way Plans Unit in performing and managing Land Surveying services from initial project scoping through final Right-of-Way plans and monumentation as well as responsibility for defining and determining property rights; Work cooperatively with Resident Engineers, Project Engineers, other specialty units, and consultants by participating in various project team meetings and task ordering or providing plans services for multiple concurrent Region projects; Provide professional land surveying expertise and support to various CDOT personnel on all projects involving Right-of-Way plans; Provide project planning support including plan completion costs and time estimates, encompassing from project scoping through construction completion, and including coordination with appraisal and acquisition units; Coach and instruct plans employees to further their professional development and perform the full range of Right-of-Way services; mentor employees to become licensed as a Professional Land Surveyor; Complete performance planning and evaluation on plans employees; monitor work product for quality; approve leave, training, and expenses; interview, select, and train new employees; Responsible for Right-of-Way Plan consultant contracting; participate in RFP process through negotiating and securing task orders for consultant services; implement and maintain computer-based system to monitor unit and consultant services, progress, and scheduled completion to insure that plans products are received when due and consultant has all required CDOT inputs; Research prior records by private companies, city, county, other state, and federal agencies; evaluate and incorporate information gained into plans and projects; respond to inquiries for Right-of-Way information; Supervise the preparation of project land survey control diagrams and project correspondence, which must be signed and sealed with Professional Land Surveyor stamp and number; Other job duties as assigned.
Work Environment: Primarily 8:00 AM – 5:00 PM work hours, Monday-Friday with the opportunity for a flexible schedule Travel required during work hours throughout the Region and Metro Denver/Front Range Occasional overnight travel throughout Colorado Required to operate CDOT vehicles May work outside in various weather conditions and terrains near high-speed traffic Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights Minimum Qualifications Current, valid licensure as a Professional Land Surveyor from the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors.
AND at least one year of full-time professional work experience as a licensed Professional Land Surveyor.

Preferred Qualifications The exceptional applicant will be an experienced Professional Land Surveyor and will possess the proven ability or accomplishment in the following: Demonstrated success with the duties listed in the Description of the Job section; Highest work/personal ethics and integrity; Years of State service experience related to the duties of this position; Comprehensive knowledge and experience in Land Surveying and right of way plans preparation; Ability to estimate project hours and cost associated with contracts; Ability to supervise and direct land surveying staff associated with field and office duties; Thorough knowledge of the CDOT Survey Manual and CDOT ROW Manual; Proven ability to manage multiple assignments, priorities, and projects in a demanding environment; Ability to work under tight deadlines and be adaptable to changing assignments; Ability to take initiative to solve problems in an innovative manner; Ability to partner with public and private organizations, special interest groups, elected and appointed officials, in situations which may be politically sensitive; Ability to work with general public, professional, consultants, and staff, with sensitivity to their needs, priorities, promises made and commitments; Ability to negotiate mutually acceptable solutions and build consensus through give and take; Effective interpersonal and relationship building skills; Strong time and project management skills, including prioritization; Excellent reasoning, investigative, analytical, and problem solving ability; Excellent facilitation, presentation, and communication skills, both written and oral; Strong attention to technical detail and accuracy; Passion for safety; Ability to work effectively in both independent and team situations; Fluency in Microsoft Office Suite (Word, Excel, Access), Gmail and Google Applications, SAP, ProjectWise, MicroStation, InRoads, and the ability to quickly learn other software systems.
