Description and Functions Open Until Filled GENERAL DESCRIPTION: The Wyoming Game and Fish Department is seeking a License Accounting Supervisor in Cheyenne, WY.
This position is responsible for supervision and leadership support to four (4) direct reports.
The License Accounting Supervisor is responsible for the accounting of automated and manual license transactions for all sportspersons for hunting, fishing, and trapping licenses, watercraft registrations, commercial license issuance, and special licenses and permits.
Manages all license-selling agents in the State of Wyoming.

gov ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.
Supervise one Senior License Accountant (FIAC08), two License Accountants (FIAC07), and one Mail Room Clerk (BAMR04).
Delegate work and special projects as necessary and conduct performance evaluations.
Train section employees and regional office managers on state statutes, regulations, rules, processes and system changes to watercraft registrations, license selling agent requirements, inventory, and auditing to ensure consistent application.
Serve as primary contact for research or problem resolution associated with license sales.
Review automated license documents submitted during license sales audits.
Manage 200+ internal and external license-selling agents throughout Wyoming.
Oversee payments from license-selling agents.
Provide information and respond to questions from license-selling agents.
Verify the accuracy, completeness, and timeliness of various license-related reports including calculating, reconciling, investigating variances, and correcting errors.
Distribute license revenue to appropriate revenue codes for daily deposits and reconcile deposits.
Maintain account balances for all internal and external license-selling agents including monitoring, researching, reconciling, and resolving account discrepancies.
Create accounting journal entries required to correct account balance issues for license-selling agents.
Administer the annual renewal and bonding process for existing license-selling agents.
Compile various reports throughout the year using the licensing system and SQL application.
Compile and present the request for annual write-offs of varied adjustments to Fiscal Administration.
Coordinate with the Cashier on uncollectible accounts and the Attorney General Representative regarding legal action to pursue collection of balances due from license-selling agents and customers.
Administer applications from business owners requesting to become authorized external license-selling agents.
Coordinate all aspects of the review and approval of applicants.
Maintain system controls to ensure license-selling agents can only sell license products authorized by the Wyoming Game and Fish Commission.
Work closely with the License Section Manager and Information Technology programmers to test and maintain the custom computer databases involved with license sales.

Qualifications PREFERENCES/**AGENCY REQUIREMENTS: Preference may be given to those with a Bachelor's Degree (typically in Accounting or Business) plus three years of progressive work experience (typically in Accounting or Business) with acquired knowledge at the level of a Senior Accounting Analyst.
Preference will be given to those with prior supervisory experience.
**Must have a valid drivers license.
KNOWLEDGE: Knowledge of federal regulations; Wyoming statutes; Commission regulations, and policies; and, department policies, and procedures related to licensing and accounting.
Able to interpret and comply with policies and regulations.
Knowledge of principles of leadership and decision-making.
Skilled in collaborating with department employees, license-selling agents, and the public.
Skilled in coaching employees on work performance.
Skilled in coaching direct report supervisors in all aspects of their jobs including employee performance, conflict resolution and resolving complex regulation and licensing issues.
Able to communicate Commission and department regulations, policies, goals, objectives and recommendations to the public, department employees, and Commission.
Communication includes writing, speaking before groups, and one-on-one interactions.
Able to lead, build, manage, and serve on effective teams.
Able to prioritize work based on workload and seasonal requirements.
Able to learn and use complex custom computer systems and proficient with Microsoft Word, Excel, and Access.
Able to proactively anticipate and facilitate changes needed to internal procedures and processes.
Able to documents processes and train others.
Knowledge of internal controls over accounting applications.
Knowledge of Generally Accepted Accounting Principles, as they apply to government accounting systems.
MINIMUM QUALIFICATIONS: Education: Bachelor's Degree (typically in Finance) Experience: 1-2 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting Analyst OR Education & Experience Substitution: 4-6 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting Analyst Certificates, Licenses, Registrations: None Necessary Special Requirements PHYSICAL WORKING CONDITIONS: Ability to lift and transport various types of license inventory weighing between 25 and 50 pounds.
