An average day: As Budget Analyst III, you will formulate strategic financial plans, prepare cost estimates, and correlate financing requirements into executable budgets as well as assess products and/or procedures for compliance with government standards, accounting principles, internal controls, and multi-tiered system application standards.
In this position you will: Update the ENS Budget Execution Plan with the current obligations and expenditures to effectively communicate the status of funds and a complete financial picture to the agency.
“Log/record” expenses for each telecom contract, current and future, into a customer-provided expense tracker system.
Provide reports that compare actual expenses to budget, and actual revenue to budget estimates to determine variances between budget execution and formulation plans.
Monitor revenue and document delinquency status of Interagency agreements to identify component agencies that need to be engaged for collections.
Comprehend interrelationships between financial management requirements and automated solutions, considering the current system environment and the potential integration of added systems.
Manage completion of work within the time frame specified by the client, ensuring that all requirements are met.
Prepare milestone status reports and presentations.
Contact delinquent component agency customers, upon receiving ENS approval, to facilitate processing of Interagency Agreements.
Generate a consolidated revenue & expense budget report that includes variances between actual and formulated budget to provide updated current year estimates.
Prepare and deliver trend reports based on historical expense & revenue execution data to support budget formulation activities.
Prepare and deliver cost estimate models utilizing contract price tables to assist with verification of available agency funding to support budget execution activities.
Create and maintain Standard Operating Procedures (SOPs) for all deliverables, ensuring comprehensive documentation of process and procedures.
Basic Qualifications: As a requirement of this position, all candidates must be a U.

Citizen.

Bachelor's degree in Finance, Accounting, or a related field (Master's degree preferred).
5+ years of relevant experience in budget planning, financial analysis, and expense tracking.
Possess a high-level understanding and knowledge of the Federal financial and accounting policies and systems requirements.
Experience working with multi-year/no-year appropriations and differing appropriations.
Knowledge of activity-based costing, business case analysis and outsourcing requirements.
Knowledge of telecommunications budgetary regulations and restrictions is a plus.
Strong proficiency in financial software and tools.
Attention to detail and the ability to work independently with good time-management and prioritization skills.
Strong analytical and problem-solving skills.
Familiarity with government financial systems and procedures is a plus.
Strong written and oral communication skills in the English language.
Must be able to read, write, speak, and understand English.
Exceptional customer service skills with the ability to clearly communicate subject matter expertise to management and other personnel.
ITIL v4 foundation knowledge Ability to apply and provide feedback on service operation model and practices.
